UKRAINE-SINGAPORE POLITICAL RELATIONS
The Republic of Singapore recognized the independence of Ukraine on January 2, 1992. Diplomatic
relations between the two countries were established on March 31, 1992 by exchanging notes.
In 1993-94 both Sides attempted to start developing the legal basis of bilateral relations but out of 15
draft agreements, they offered for consideration to each other, only one was initialed but never signed.
This process was short of active diplomatic contacts between the Foreign Ministries of the two
countries. The first ever official visit of the Ukrainian delegation to Singapore headed by Mr. O.
Makarenko, Dty Minister of Foreign Affairs of Ukraine, took place in January 1994.
In November 1998 the next delegation of the MFA officials headed by Mr. A.K. Orel, Dty Minister,
attended Singapore. As a result of bilateral negotiations, the Sides agreed to accredit their
Ambassadors correspondingly.
In February 2002 Mr. V. Yeltchenko, Dty Secretary of MFA, during the visit to Singapore agreed the
issue of setting up here of the Ukrainian diplomatic mission.
On October 2, 2002 Mr. O. Horin was appointed as Ambassador Extraordinary & Plenipotentiary of
Ukraine to the Republic of Singapore. He arrived to Singapore in December 2002 and presented his
Credentials on January 28, 2003.
The Chancery of the Embassy of Ukraine in Singapore was officially inaugurated on July 8, 2003 by
Mr. A. Zlenko, Minister for Foreign Affairs of Ukraine who was on his official visit to Singapore on July 7-
9, 2003.
The first ever high level official visit of the Minister for Foreign Affairs of Ukraine to Singapore has
witnessed the high level activization of political dialogue between the two countries. Both Sides
expressed their deep interest in further development of bilateral trade, economic and investment
cooperation as well.
Mr. Anatoliy Zlenko has discussed the issues of enhancing interaction between Ukraine and Singapore
with the President S.R.Nathan, Prime Minister Goh Chok Tong, Minister of Foreign Affairs of Singapore
Prof. S. Jayakumar, had meetings with top officials of IE Singapore, Monetary Authority of Singapore.
Minister Zlenko has also had a meeting with some Singapore businessmen, during which the members
of the Ukrainian delegation have presented the investment opportunities in Ukraine.
Ukraine and Singapore have a vast yet untapped potential of bilateral cooperation in various spheres,
political and economic, cultural and humanitarian. We have a lot of common as well as there is much
experience to share. Many of prospects in the below areas are being worked out now:
- cooperation in frameworks of the international organizations;
- joining efforts in fight against threats of the 21st century – international terrorism, spreading of
epidemics (e.g. SARS), which don’t know borders;
- development of trade and economic cooperation in the fields of air and space engineering, design
and exploration, defense, agriculture and food processing, tourism, cultural exchanges, investments
and many others.
