1. Higher Education System in Ukraine  

Ukraine's higher education system has its old traditions. The first Ukrainian university - Kyiv-Mohyla Academy was founded in
1632. Other oldest universities are: Lviv University (1795), Kharkiv University (1804), Taras Shevchenko National University
(1834), Odessa University (1868).

According to the "Law on Education" of Ukraine all the applicants who would like to enter higher educational institution have
equal rights irrespective of the sex, race, nationality, social and property status occupation, world outlook, religion and other
circumstances.

Education of the foreign students in Ukraine is carried out according to the Law of Ukraine "On the Legal Status of Foreingers",
and resolutions of the Government of Ukraine on training of the foreign citizens in Ukraine.

The academic year in the higher educational institutions in Ukraine starts on the 1st of September and is divided into two
semesters, from September to the end of January and from February to the end of June. A semester lasts 17-18 weeks,
followed by a three weeks examination period.

Foreign citizens who would like to enter the higher educational institution in Ukraine have to apply to Ukrainian International
Centre "Osvita" of the Ministry of Education of Ukraine (27, Shevchenko Boulevard, Kyiv, 252032, Ukraine, tel.
011-380-44-226-2916, 011-380-44-274-6020, E-mail vvs@minosvit.niiit.kiev.ua) or directly to the higher educational institution.

Applicants - citizens of Ukraine pass entrance examinations (usually in July) which are organized by the higher educational
institutions and regulated by the Ministry of Education of Ukraine. The programs of entrance correspond to the programs of
Secondary schools. The examinations at the state higher educational insitutions are open competitions and admission of the
applicants for the places available for "state study" without tuition fee is carried out according to the results of the competition.

Educational institutions either state or private have the right to admit the applicants for fee paying education according to the
results of the interviews or examinations after preparatory departments.

A foreign applicant who would like to study at higher educational institutions in Ukraine get visa at the embassy or diplomatic
representatives of Ukraine in the home countries on the grounds of the invitation from Ukrainian International Centre "Osvita" or
the higher educational institution.

Foreign as well as Ukrainian students have the opportunity to use all available leisure, welfare and sports facilities of the
institutions.

Tuition, residence and other facilities fees are fixed by corresponding agreement. As compared with the Western countries
education and residence fees in Ukraine are not so high and quite acceptable for all strata of population.

Higher educational insitutions of Ukraine welcome everybody who wants to study and they have opportunity to receive the
education of the international level.

We are sure that any visit to our country as a student or a tourist will be useful, interesting and impressive.

Higher school in Ukraine has got developed training, scientific and social infrastructure and is ready to give an opportunity to
every citizen of Ukraine or citizen of any other country to obtain education of different levels, to study at proficiency
improvement or advanced courses, to study at post-graduate courses or to write doctorate dissertation, to take part in
fundamental and applied researches.

The system of higher education in our country has flexible structure, corresponds to modern trends and tendencies to those in
advanced countries recognized by UNESCO, UN Organization and many other international organizations.

Since 1992 the whole system of Ukrainian post-secondary education has been regarded as "Higher Education".

According to the "Law on Education" of Ukraine higher education of Ukraine has several categories of higher educational
institutions, as rule, to four levels of accreditation:

Level I - Vocational Training Schools;

Level II - Technical Secondary Schools and Colleges;

Levels III, IV - Universities, Academies, Institutes.

The levels of accreditation represent the hierarchy of degrees according to the qualification of graduates. There are: Junior
Specialist (Level I), Bachelor (Level II), Specialist (Level III) and Master (Level IV).
2. EDUCATION  OF FOREIGNERS IN  UKRAINE

The Regulations on Study of Foreigners and Stateless Persons

I. General Provisions

These Regulations set out the order of training of specialists for foreign states in Ukraine and are obligatory for all educational
establishments and scientific institutions regardless of their subordination and ownership.
These Regulations are not applied to foreigners permanently residing in Ukraine and having the same right to education as the
citizens of Ukraine.
Foreigners conduct full-time study, if not provided otherwise by international agreements of Ukraine.
Foreigners are admitted for education only by accredited educational establishments and scientific institutions having license to
conduct educational activities.
Educational establishments and scientific institutions admit foreigners without regard to race, color, political, religious and other
beliefs, gender, ethnic or social origin, property status, permanent residence location, language or other characteristics.

II. Grounds for admission

Foreigners are admitted to study in Ukraine on the basis of:
International agreements of Ukraine;
Nation-wide programs;
Contracts concluded between educational establishments and legal or natural persons.

III. Types of training

Foreigners may study in Ukraine at:
Vocational schools;
Higher educational establishments;
Post-graduate and doctorate courses of higher educational establishments and scientific institutions;
Post-educational courses.

IV. Conditions of admittance

Foreigners who have completed their complete general secondary education are admitted to study in Ukraine.
Foreigners who have studied at higher educational establishments of foreign countries are admitted for further higher
education in Ukraine on the basis of documents certifying the completed educational and professional level. Persons who do
not possess such education are admitted to study in Ukraine in accordance with the provisions of these Regulations.
Foreigners are admitted to post-graduate and doctorate courses of higher educational establishments and scientific institutions
if they have completed their higher education and demonstrated abilities for scientific and research work.
Foreigners are admitted to post-educational courses if they have completed their higher education.

V. Health requirements

Foreigners are admitted to study in higher educational establishments of Ukraine if they do not have medical contra-indications
to reside in the climatic conditions of Ukraine and study at relevant directions of education and specialties.

VI. Document set and the order of its submission

Foreigners who are candidates to study in Ukraine must submit the following documents:
Questionnaire (see Annex 1);
A copy of document certifying their education including the list of courses (subjects) and marks (grades) received;
A document certifying absence of HIV infection if not provided otherwise by international agreements of Ukraine;
Health certificate authenticated by an official health care authority of the country from which the foreigner has arrived, issued
no later than two months before entry to Ukraine for study;
Insurance policy for urgent medical assistance (except for foreigners who came from countries, with which agreements on free
urgent medical assistance have been concluded);
A copy of birth certificate;
Six photos of 6x4 cm size.
Persons applying to be admitted to Post-graduate and doctorate courses must submit, in addition, a list of their published
scientific works, indicating the location of publication, which are certified by a head of an educational establishment, institution
or organization of employment.
Post-graduate students, who do not have published scientific works, must submit their scientific report (essay) on scientific
specialty they have chosen.
For admission to doctorate course an applicant must also submit:
a) Detailed plan of his/her doctoral thesis;
b) A copy of candidate of science diploma.
The documents mentioned in articles 13 and 14 of those Regulations must be in Ukrainian, Russian or English, besides, the
documents mentioned in paragraphs b), c), d), and f) of article 13 and paragraph b) of article 14 must be certified in
accordance with the legislation of issuing state and properly legalized, if not provided otherwise by international agreements of
Ukraine.
The documents mentioned in articles 13 and 14 of those Regulations belonging to persons going to study under international
agreements or nation-wide programs through a diplomatic mission of Ukraine or through a diplomatic mission of their country to
Ukraine, must be sent to the address of the Ministry of Education and Science of Ukraine before 30 April for admittance to post-
graduate, doctorate and post-educational courses in the current year and before 30 May for admittance to all other types of
education, if not provided otherwise by international agreements of Ukraine. Documents received after this term may be
considered for admittance to study in the current year.
Persons arriving for study under contracts concluded between educational establishments and legal or natural persons must
submit the documents mentioned in articles 13 and 14 of those Regulations directly to the educational establishment.

VII. Admittance of foreigners for study under international agreements of Ukraine, nation-wide programs and
contracts concluded between educational establishments and legal or natural persons

Admittance of foreigners for study under international agreements of Ukraine, nation-wide programs and contracts concluded
between educational establishments and legal or natural persons is conducted in accordance with the Regulations on
Admittance of Foreigners and Stateless Persons for Study in Higher Educational Establishments approved by the Resolution of
the Cabinet of Ministers of Ukraine #1238 dated 5 August 1998.

VIII. Conditions of study, material security and hardware

All foreigners pay for their study in Ukraine, if not provided otherwise by international agreements of Ukraine.
Foreigners studying in Ukraine under international agreements of Ukraine or nation-wide programs may use educational
premises, reading rooms and libraries, sport and cultural complexes. They are granted scholarships and places in student
hostels along with the citizens of Ukraine, if not provided otherwise by international agreements of Ukraine.
Conditions of study of other categories of foreigners are set in relevant contracts.
Educational establishments bear no costs and other responsibility related to residence in Ukraine of studying foreigners.
Transfer of foreigners studying in Ukraine under international agreements of Ukraine or nation-wide programs from one to
another educational establishment may be conducted after completion of academic year in accordance with an order of the
Ministry of Education and Science of Ukraine. Other categories of foreigners may be transferred on the basis of a written
arrangement between educational establishments.
After completion of their studies foreigners must return to their country of origin within two months.

IX. Preparatory year. Language study

Foreigners (except for those on post-graduate, post-educational and doctorate courses), who do not speak Ukrainian or the
language of study, are admitted to preparatory faculties (departments) of higher educational establishments for foreigners for
the period of one year. Admission is conducted on the basis of testing. Foreigners may study at preparatory faculties
(departments) for two years, by their request, with annual payments envisaged by the Resolution of the Cabinet of Ministers of
Ukraine #136 "On Study of Foreign Citizens in Ukraine" dated 26 February 1993.
At preparatory faculties (departments) foreigners study the Ukrainian language, the history of Ukraine, regional geography,
mathematics, physics, biology, geography and other educational disciplines depending upon the chosen specialty.
After completion of academic year, final exams are held. Persons who passed them are issued a relevant certificate (see Annex
2). The original of the certificate together with the personal file of a person studying in Ukraine under international agreements
of Ukraine or nation-wide programs is sent then to the educational establishment according to the order of Ministry of Education
and Science of Ukraine. The original of the certificate together with the personal file of a person belonging to other categories
of foreigners is sent upon a written request of receiving educational establishment to such an establishment. If education is
continued in the same educational establishment, then the original of the certificate is kept in the personal file of a student. The
location and educational establishment where a foreigner, admitted for study under international agreements of Ukraine or
nation-wide programs, will study after preparatory faculty, is determined by the Ministry of Education and Science of Ukraine.
Other foreigners study according to the conditions contained in relevant contracts.
Foreigners, who during their study at preparatory faculty have not demonstrated the knowledge necessary for further
education, are sent down and returned to their countries of origin.
Foreigners speaking Ukrainian or the language of study are admitted to study on the basis of testing of the language of
education and profile subjects of complete general secondary education.

Х. Study at vocational schools and higher educational establishments

The content and period of education at vocational schools and higher educational establishments as well as conditions of
conferring relevant qualification to foreigners are set according to the current legislation of Ukraine.

ХI. Study at higher educational establishments of foreigners already having educational level of bachelor

The content and period of education at higher educational establishments as well as conditions of conferring relevant
qualification to foreigners already having educational level of bachelor are set according to the State Standards of Education
and conducted according to the Provisions of Conducting Educational Process at Higher Educational Establishments approved
by the Order of the Ministry of Education and Science # 161 dated 2 June 1993.

ХII. Training of scientific-pedagogical and scientific staff at post-graduate and doctorate courses

Foreigners are admitted to post-graduate and doctorate courses of higher educational establishments and scientific institutions
for preparation and defense of dissertation to obtain scientific degree of candidate or doctor of science on the basis of
interview.
The conditions of study at post-graduate and doctorate courses as well as the terms of training of scientific-pedagogical and
scientific staff at post-graduate and doctorate courses are set by the Provisions of Training of Scientific-pedagogical and
Scientific Staff approved by the Order of the Ministry of Education and Science # 309 dated 1 March 1999.

ХIII. Post-educational courses

Foreigners who want to obtain new qualifications and specialties on the basis of previously obtained at educational
establishments qualifications and specialties as well as practical experience, or to deepen their professional knowledge and
professional skills, may be admitted to post-educational courses.
Foreigners arriving for post-educational courses for up to one year, must speak Ukrainian or the language of study. Persons
arriving for post-educational courses for more than one year, who do not speak Ukrainian or the language of study, may [study
Ukrainian or the language of study].
The content and period of education at higher educational establishments as well as conditions of conferring relevant
qualification to foreigners already having educational level of bachelor are set according to the current legislation of Ukraine.

XIV. Documents certifying education

Foreigners who have completed their education, defended their graduation thesis (work) and passed state exams in
accordance with the requirements of educational and professional program of training, are conferred relevant educational level
(qualification) and issued a document certifying education. The standard of such document is contained in the Resolution of
the Cabinet of Ministers of Ukraine # 1260 November 1997 "On Documents Certifying Education and Academic Degree".
The educational establishment must legalize the documents certifying education of graduated foreigners at the Ministry for
Foreign Affairs of Ukraine in twenty days term.
XV. The order of information of foreigners about the Regulations on Study of Foreigners and Stateless Persons

Educational establishments must inform foreign students about those Provisions.
Foreigners studying in Ukraine must express their written consent to be bound by those Provisions.
                                                                       SCIENCE & TECHNOLOGY
                                                                                                                                                                                           There
is a wide network of different scientific organisations in Ukraine having a close professional links between each
other, but differed by their subsidiary relationships as well as professional interests.
A Commission for Education and Science within the Verkhovna Rada of Ukraine (Parliament) running legislative
activity on all matters of scientific life in Ukraine.
The Governmental Committee for Social and Humanitarian Development within the Cabinet of Ministers of Ukraine
co-ordinates all-to-date executive work relevant to all scientific issues.
Within governmental framework the main research activity is concentrated in the
National Academy of Sciences of
Ukraine which is a main contributor to a basic home research. The next source for indigenous scientific activity is the
Ministry for Education and Science of Ukraine, including the Ukrainian Antarctic Centre. The runner up involved into
experimental work is the
Ministry of Health of Ukraine with a range of its own research institutes. Relatively smaller
portion in research belongs to all other ministries, each having its own research installations (Ministry of Defence of
Ukraine, Ministry of Culture of Ukraine, National Space Agency of Ukraine).
In addition to governmentally funded, so-called academician, scientific institutions there are a lot of design bureaus,
representing so-called branch science, mainly concentrated within the Ministry for Industrial Policy of Ukraine. Many
other ministries have their own research base, which helps to fulfil their specific professional tasks, mainly in a form
of advice, strategy development and creation of legislative proposals due in a course of administrative reform
running in Ukraine. Among them there is the Ministry for Agricultural Policy of Ukraine.
Such independent organisations as
National Kyiv State University,  National Technical University of Ukraine and
University of "Kyiv-Mohyla Academy" have a vast majority of research teams working, probably, in all major sectors
of scientific interests.
The Council for National Security and Defence of Ukraine has two scientific institutions dealing with social matters.
Among the State Committees involved into scientific work State Nuclear Regulatory Committee of Ukraine must be
mentioned.
