Day of Ukraine's Unity
(the 89th Anniversary of Article on uniting People’s Republic of Ukraine
and People’s Republic of Western Ukraine)
Ukrainians inherited from the 20th century outstanding events of the past which becoming older
never lose their significance and relevance. Historical experience of ukrainian nation fighting for its
freedom, independence, sovereignity demands deep understanding.
One of such events is January 22, 1919 – the day of adopting the Article on uniting People’s
Republic of Ukraine and People’s Republic of Western Ukraine. This date is forever in the history
of Ukraine as a noble national holiday – the Day of Ukraine's Unity.
Universal of People’s Republic of Ukraine Directorate reported that “Century-old dreams of the
best sons of Ukraine lived and died for became true. Henceforth is the single independent People’
s Republic of Ukraine.”
The Article of uniting was historically deeply determined and rested on the century-old dream of the
Ukrainian people about independent, united national state. It has become a powerful declaration of
will of Ukrainians for ethnic and territorial consolidation, the evidence of their dynamic self-
identification, making of the political nation.
The Article of uniting gave the independent Ukrainian state the complete shape, promoted
overcoming of federalism rudiments in the national political elite mentality.
Uniting had also practical-political aspect because both states needed concentration of armed
forces to help and protect their territories from the foreign invasion being those days an aggression.
The uniting of PRU and PRWU has become a model of the civilized democratic, non-expansion
collection of territories into one single independent state. Ethnic-national consolidation was
founded on such grounds as historical self-determination of community, freedom and
independence ideals, free declaration of will, support by own political and material resources.
Together with adopting the Universal on uniting PRU and PRWU it was declared that the united
PRU “do not intend to take in foreign lands under its power”.
An important thing is the fact of legitimacy of the final uniting process followed by the Article of
uniting. Initiators of the uniting movement – Ukrainian National Council and Directorate of PRU – on
December 1, 1918 signed the Pre-opening agreement on intentions to unite the population and
territories of the both states in one state.
Resulting from the new redistribution of Europe in 1939 Western Ukrainian lands were
incorporated to the USSR. Certainly, Soviet government of those days was fulfilling its strategical
tasks enlarging the territory of the state and was less worried by the unity of Ukraine and ethnic
consolidation of Ukrainians. Per contra the Soviet Union understood that Western Ukrainians
especially Galich people were bringing to the Eastern part of the Republic the danger of spreading
“Ukrainian bourgeois nationalism”. Hence such cruel methods of “communization”, mass
repression, numerous deportation of people, fratricide after-war conquest of Western Ukraine.
The essential feature of the Ukrainian uniting is the integration of ethnic lands, consolidation of
intellectual and cultural life, evening-out of regional barriers.
Consolidating feature of uniting in independent Ukraine is international peace and understanding,
tolerant living of the front nation and native people, national minority. Thus harmonization of
international relations within one country can be reached by the universal development of all
nations, their further integration and generating the poly-ethnic political nation. Keeping one of the
essential gaining of the new independent Ukraine – international understanding – is not only the
dictate of time but also warranty of the uniting existence of the independent state.
At the end of 20th century independent Ukraine entered in leaps and bounds the international
community, gained wide international recognition, created diplomatic service. Its further integration,
first of all to the European community, seeks considered state politics in international area,
harmonization of foreign directions of various population groups, finding balance between dynamic
geopolitical reality and national interest priorities, providing high international image of Ukraine.
Celebrating the Day of Unity, respecting the creators of the Article of uniting is not only social need
but also our moral imperative to keep clear memory of innumerable victims of Ukrainian people
sacrificed for independence, unity, sovereignty.
