International association "The Ukrainian Center for Land and Resources Management"

International association “The Ukrainian Center for Land and Resources Management” (UCLRM) is the non-state scientific and technical organization that was established in January 1999. Its founders and participants embrace the Institute of National Security with the Council of National Security and Defense of Ukraine, the Satellite Center for Regional Operations S.A. (SCOR, Poland), Spatial Knowledge Engineering Inc. (SKE, Canada) and some other organizations.

Major tasks fulfilled by the UCLRM include the usage of data obtained via earth remote sensing (ERS), digital cartography, geographic information systems (GIS) and other information technologies to back decision-making process on the governmental level and in private sector (both on the all-Ukrainian and the regional level). Hitherto, the UCLRM has accomplished more than 50 projects in the spheres of ecological management, saving of natural resources, response to emergency situations, agricultural business, land utilization, forestry, and others. Clients and partners of the UCLRM include Ukrainian ministries and state departments (the Council of National Security and Defense of Ukraine, the Ministry of Nature of Ukraine, the Ministry of Extraordinary Situations of Ukraine, and Ukraine’s State Departments for Water and Forestry) as well as some foreign organizations (USAID, USGS, UNDP, GEF, UNEP-WCMC, TACIS).

Experience in successful accomplishment of Ukrainian and international projects (including grants);
Support from Ukrainian ministries and state departments since the UCLRM rendered its services to such institutions;
Results reached in different spheres, significant depositary of data obtained via earth remote sensing – some 3,000 space photographs of medium, high and extra-high resolution, considerable quantity of regularly obtained pictures of low resolution, cartographical and surface data, etc.;
Possession of detailed information (brought together in information systems) related to ecology and economy of water resources (databases and maps), basins of the largest Ukrainian rivers, forestry, etc.;
Ability to elaborate complex information systems based on geo-spatial data;
Experience in accomplishment of scientific researches in the spheres of environmental protection, conservation of natural resources, etc.;
Possibility to train customers and to hold workshops, trainings, etc.;
Ability to hold negotiations, prepare offers, conclude contracts and maintain financial accounting in compliance with international requirements and standards.

The UCLRM employed scientists, specialists in earth remote sensing, geographic information systems and Internet technologies, programmers, experts in the issues of environment, natural resources and finances as well as processing and mechanical engineers.
