Ministry of environmental protection of Ukraine

According to the Regulation on the Ministry of environmental protection of Ukraine, which was approved by the Decree of the President of Ukraine No.176/2004 of February 10, 2004, the Ministry of environmental protection of Ukraine is a specially authorized central executive body in the field of environmental protection and security, protected territories, and hydro-meteorological activity.

The principle tasks of the Ministry of environmental protection of Ukraine are as follows:

control over implementation of state policy in the fields of environmental protection, harmonious exploitation, reproduction, and protection of natural resources (land, entrails, surface and underground waters, air, forests, animal and vegetal life and natural resources of territorial waters, continental shelf and exclusive (marine) economic zone of Ukraine), monitoring of environment, treatment of wastes, harmful chemicals, pesticides, and agricultural chemicals, environmental and radiation (in the competence frames) safety, protected territories maintenance, formation of national environmental network, as well as hydro-meteorological activity;
all-around management and regulation of environmental protection, harmonious exploitation of natural resources, control of environmental and radiation (in the competence frames) safety, organization, protection, and application of protection area fund of Ukraine and national environmental network;
state control over adherence of legal requirements on environmental protection, harmonious exploitation of natural resources, environmental and radiation (in the competence frames) safety, waste treatment.
To fulfill the Decree of the President of Ukraine No.675 of April 20, 2005 “On Ministry of environmental protection of Ukraine”, the draft Decree of the President of Ukraine has been prepared to approve the new Regulation on the Ministry of environmental protection of Ukraine, the decree of the Ministry of environmental protection No.304 of August 19, 2005 approved a new structure of the central body of the Ministry.

The following governmental bodies of the state management are part of the Ministry of environmental protection:

State environmental inspection
State service of conservation areas
State inspection for control over protection, use, and reproduction of forests
State geological service
State service of geodesy, mapping, and land register.

Prospective activities by the Ministry:

For development of conservation areas management, to prepare draft State program of development of conservation areas management in Ukraine till 2020.
Run stocktaking of conservation objects and shift their borders to natural environment;
Expand the area of conservation fund till 7.5%;
Reduce the level of technogenous burden on environment through application of stricter norms of wastes and releases of contaminants, increase of duties for environmental harm, and higher fees for violation of environmental safety legislation and losses imposed to the government as a result of violated legal requirements on natural resource protection and application;
Run stocktaking of locations of wastes and unusable plant protectants. Contribute to development of the system of waste treatment and unusable plant protectants’ utilization.
