Department of bilateral trade and economic cooperation
The main task of the Department of bilateral trade and economic cooperation is organizational and analytical support of activities of general intergovernmental commissions as well as secretarial functions of Ukrainian party of commissions in accordance with Provision on Ukrainian party of the General intergovernmental commission on the issues of cooperation that was approved by the Order of the Cabinet of Ministers of Ukraine No.93 as of June 13, 2000.
Activities fulfilled in the frames of the commissions made necessary basis for further development of economic cooperation and promote increase of trade turnover, diversification of its pattern and forms of cooperation, investments, improvement of legislation, solving of a number of issues on improvement of trade regimes, entrance of Ukrainian commodity producers to international markets, etc.
The main task of the Department activities is to develop, implement, and secure accomplishment of state foreign economic policy and interests of Ukraine in trade and economic cooperation with countries of Europe, the USA, Canada, China, Japan, Pacific Ocean region, Africa, and Latin America.

Department of European integration
Main tasks of the Department activities:
- securing of development and accomplishment of state economic policy in the frames of competence as to integration of Ukraine to the European Union and Northern Atlantic Treaty Organization;
- coordination of economic, social, and sectoral cooperation within Agreement on partnership and cooperation between Ukraine and the EU and other strategic documents in the field of relations with the European Union;
- strategic planning of the process of Ukraine’s European integration, and maintenance of coordination of measures as to economic cooperation with NATO.

Department of foreign economic policy
Department of foreign economic policy is a constituent part of the central institution of the Ministry of economy of Ukraine.
Activities of the Department are directed at implementation of the concept of economic cooperation with foreign states development strategy, as well as control over adhering to effective Ukrainian legislation, international law, and international agreements of Ukraine in the sphere of foreign economic relations by business activity subjects (both Ukrainian and foreign).
The following are the main tasks of the Department:
- preparation of proposals in improvement of executive bodies interaction as to realization of a single foreign economic policy of Ukraine;
- securing of state conjuncture and pricing policy accomplishment in foreign trade;
- processing and fulfillment of a set of measures directed at promoting, improvement, and development of efficient commodities (works, services) export pattern based on analysis of branch export potential of Ukraine and studying of world market conjuncture;
- expertise of foreign trade contracts (agreements) concluded by subjects of foreign economic activities as to fulfillment of intergovernmental agreements and state obligations of Ukraine;
- participation in development, coordination, and concluding of international agreements and treaties as to foreign trade in services, specifically in the sphere of transportation and communications;
- imposing (canceling) of special sanctions applied to Ukrainian and foreign subjects of foreign economic activities that violated legislation in force as well as control over carrying out of special sanctions;
- development of forecasts and making of foreign trade balances by states and commodity groups, development and implementation of measures as to efficient utilization of export and import quotas, and control over efficiency of their application;
- preparation and conducting of special, antidumping, and anti-subsidy investigations on the basis of Interinstitutional commission on international trade corresponding decisions as to facts of mass, dumping or subsidy import to Ukraine from other states, customs unions, or economic groupings that damages or threatens to impair national commodity producers;
- protection of national commodity producers’ interests if there is a threat of application or imposing of special antidumping or compensation measures or any other measures of non-tariff regulation and/or quantity limitations as to export of goods originated from Ukraine, as well as business limitation practice by competent bodies of other states, economic groupings or customs unions while Ukrainian businessmen accomplish foreign economic activities;
- processing of proposals as to implementation of licensing and quoting in the sphere of foreign trade;
- regular monitoring of situation as to use of tolling operations, studying of tendencies as to changes in use of give-and-take scheme of raw stock processing, and processing of foreign economic contracts as to tolling operations that are subject to licensing;
- participation in negotiations and preparation of international and intergovernmental treaties and agreements on trade and economic issues, including on issues of prevention of special, antidumping, or compensatory measures application against commodities exported from Ukraine; and
- participation in creation and development of information cooperation network with corresponding units of local state administrations to maintain functioning of a system of foreign economic activity state regulation.

Department of cooperation with the WTO
Department of cooperation with the WTO is a structural branch of the central office of the Ministry of economics.
Activities of the Department are mostly directed at accomplishment of a set of state policy tasks in the sphere of cooperation with international organizations in the frame of their competence as to securing of Ukraine’s accession to the world economic area by cooperation with the World Trade Organization.
The following are the main tasks of the Department:
- accomplishment of measures directed at interdepartmental coordination on the issues of preparation to participation of Ukraine in meetings of a Working Group considering Ukraine’s application to join the WTO;
- securing of bilateral negotiations conducting with delegations of states-members of the mentioned Working Group as to access to markets of commodities and services;
- conducting of measures as to coordination of central executive bodies’ activities directed at bringing of Ukrainian legislation to conformity with norms and principles of the WTO agreement system. Conducting of draft legislation expertise as to compliance to norms and principles of the WTO agreement system in the prescribed order;
- securing of Ukraine representation in the WTO in the frames of its competence;
- organizational, expert, analytical, and other maintenance of fulfilling the tasks of the Ministry on the issues included to the competence of the Department, and in particular as to process of Ukraine’s joining the WTO and cooperation with this organization.
