State Visit of H.E. Leonid Kuchma President of Ukraine to Brunei Darussalam 7 - 9 March 2004

Ukraine-Brunei Joint Statement
At the invitation of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, the Sultan and
Yang Di-Pertuan of Brunei Darussalam, His Excellency Leonid Kuchma, the President of Ukraine paid
his first-ever State visit to Brunei Darussalam from 8 to 9 March 2004.
During the State visit, the President of Ukraine was granted the august audience by His Majesty Sultan
and was briefed by the Minister of Industry and Primary Resources of Brunei as well as the Head of
Brunei Economic Development Board.
During fruitful negotiations, the President and His Majesty Sultan expressed satisfaction with the
establishment of political dialogue between the leaders of the two countries and shared the common
recognition on importance of further strengthening the bilateral relationship between Ukraine and Brunei.
Ukraine and Brunei Darussalam recognized the potential for the development of mutually beneficial trade
and economic relations as well as for an increased flow of investment between the two countries. In this
context, Ukraine and Brunei decided to start negotiations on Free Trade Agreement that is to be
concluded at the earliest possible date.
Brunei Darussalam agreed to encourage its private sector to invest in and import from Ukraine.
The President of Ukraine has presented the capabilities of Ukrainian companies in the field of oil and gas
equipment manufacturing, telecommunications, machine building, space technologies. Both sides agreed
that the use of the Ukrainian rocket launchers for putting in orbit Bruneian telecommunication satellites
could become a promising sphere in the development of bilateral relations.
Ukraine and Brunei Darussalam decided to study the possibility of establishing direct air services between
two countries.
Both sides also agreed to hold expert level discussions to identify specific projects for cooperation in
areas like human resource development and IT, agriculture and livestock, mineral resources, hydro-
carbon resources and infrastructure.
Both sides expressed interest in developing military technical and defense cooperation between them and
agreed to exchange the visits of military experts.
Both sides showed understanding of the necessity to deepen knowledge about Ukraine and Brunei
among their peoples and for this purpose agreed to initiate the programs of supporting the cultural and
tourist exchanges.
Both sides expressed satisfaction with the agreements that were concluded for their mutual benefit,
particularly with regard to investment and tourism, and agreed to expedite the work on other basic
agreements in order to create a solid foundation for further development of bilateral cooperation in the
years ahead.
Ukraine and Brunei expressed their common resolve to enhance cooperation and mutual consultations on
bilateral, regional and international issues, so as to continue to contribute to peace, stability and prosperity
in the world.
The sides exchanged views on some topical international issues and stated that both countries share
common approaches to major world problems.
In the international arena, both Ukraine and Brunei support the idea that emerging world order should be
built on the principles of respect for sovereignty and territorial integrity, non-interference in the internal
affairs of states and peaceful settlement of disputes. They share the desire for a comprehensive reform of
the UN system to make it more representative and responsive to the new threats and challenges arising
for the mankind.
Both sides condemned the international terrorism in all manifestations and its devastating effect on civil
societies, development and on human civilization itself. The two leaders affirmed that there could be no
justification of terrorism: political, philosophical, ideological, religious, racial, or any other. They reiterated
their strong belief that the fight against terrorism has to be global, comprehensive and sustained so as to
totally eliminate the global menace of terrorism everywhere. Both sides confirmed their resolve to work
towards strengthening the global consensus and legal regimes against terrorism.
His Majesty Sultan highly appreciated the results of the state visit of the President of Ukraine to Brunei
and pointed out that it contributed considerably to strengthening the friendly ties between Brunei and
Ukraine and would provide a new dynamism for their further consolidation.
The President of Ukraine expressed deep gratitude to His Majesty Sultan for openhearted reception and
warm hospitality extended to him and Ukrainian delegation. He reconfirmed the invitation to His Majesty
Sultan to pay a State visit to Ukraine in 2004 at the earliest possible opportunity. His Majesty Sultan
kindly accepted the invitation.
