State Visit of His Majesty Sultan Haji Hassanal Bolkiah, the Sultan and Yang Di-Pertuan of
Brunei Darussalam to Ukraine 17 - 20 June 2004
June 17. Today His Majesty Sultan Haji Hassanal Bolkiah, the Sultan and Yang Di-Pertuan of Brunei
Darussalam arrived to Ukraine on his 4-days State Visit at the invitation of H.E. Mr. Leonid Kuchma,
President of Ukraine.
This is the second meeting of the leaders of the two countries since the beginning of 2004 after Ukrainian
President’s State Visit to Brunei on March 7-9.
The political dialogue between Ukraine and Brunei has been steadily developing since last year as both
countries express interest towards the development of the fruitful bilateral cooperation an spheres of
trade, education, tourism and investments.

Your Majesty,
Ladies and Gentlemen,
From the bottom of my heart I would like to welcome in Ukraine His Majesty Sultan Haji Hassanal
Bolkiah – the leader of a friendly country with which we have warm and partner relations and positive
experience in bilateral cooperation. Naturally we just start to build up our bilateral links but I am
confident that the cooperation between Ukraine and Brunei Darussalam has great prospects and a
significant potential.
The history of our peoples has a lot of similar features. In the address at the UN General Assembly His
Majesty Sultan pointed out: “…our country has known peace – but also war; wealth, but also poverty;
energetic commerce, but also isolation; development, but also … foreign rule… It has taught us to
appreciate realities of this world”.
I think these words rather correctly characterize the history of Ukraine.
Our common goal is to make the bilateral collaboration work for the benefit of our peoples.
Just recently in March this year I had a chance to feel the cordial hospitality provided by our Bruneian
friends to the Ukrainian delegation in the capital city – Bandar Seri Begawan.
I can not but point out, Your Majesty, that I am still being greatly impressed by your prosperous
country, virtues and munificence of Bruneian people who under your leadership turned the country into
a flourishing garden, treasury of culture and traditions, a pearl of Southeast Asia.
I hope that the staying of Distinguished Bruneian guests in Ukraine, both in Kyiv and the Autonomous
Republic of the Crimea will also be very pleasant and give only the best impressions.
Dear friends,
During the years of its statehood Ukraine found a lot of friends in different parts of the world, one of
them was Brunei. As the Oriental saying goes if you want to know what you are worth, count your
friends.
I am pleased to state that Brunei Darussalam is our new reliable friend and partner. It is also testified by
the results of our negotiations.
Today the foundation of contractual-legal basis for the bilateral relations was laid – two important
documents were signed: Agreement on Promotion and mutual protection of the investments and the
Memorandum on mutual understanding in tourism cooperation. I am confident that their implementation
will contribute to further development of collaboration between Ukraine and Brunei.
In the history of our relations the first State Visit of His Majesty Sultan is a marking event not only for
bilateral cooperation but also for the whole Asian direction of Ukraine’s foreign policy since the role of
Brunei Darussalam as an active participant on the international and regional arenas is constantly
growing and that is the personal merit of His Majesty Sultan.
A weighted, principal and correct approach by Bruneian diplomacy to topical modern problems has
contributed to the rise of such a phenomenon as “ASEAN diplomacy”.
I hope that the cooperation with Brunei and its political support will make Ukraine an active partner for
ASEAN countries in the nearest future. The reliable foundation for that is the proximity of our positions
on important international issues.
We highly appreciate the level of relationships that has been recently achieved between Ukraine and
Brunei. I am convinced that the dynamic political dialog will provide a chance to use significant
opportunities for cooperation in trade, economic, humanitarian and other areas.
So with all my heart I want to express:
To the health and longevity of His Majesty Sultan Hassanal Bolkiah!
To the health of all present here!
To the success in our joint undertakings!
To the peace and prosperity of our peoples!
