On April 22, 2004 H.E. Dr. O. Horin had a fruitful meeting in Nanyang Technological University. Ambassador
met with Prof. Er Meng Hwa, Deputy President & Dean of the School of Electrical & Electronic Engineering.
The possible ways of enhancing bilateral cooperation in fields of science & technology were discussed.
Dr. Horin was also briefed on the X-Sat mini-satellite project developed by NTU researchers under the guidance
of Prof. Tan Soon Hie to be launched by 2006. Ambassador informed about the latest achievements of Ukraine
in field of air & space technologies as well as handed over some proposals for cooperation from the National
Space Agency of Ukraine.
During the above meeting both sides were glad to find out that the cooperation between Ukraine and Singapore
has already taken place in previous years – the Singapore “UoSat-12” mini-satellite, launched on April 21, 1999,
was put into orbit by the Ukrainian built “Dnipro” rocket launcher known to be one of the most reliable in the
world.
November 11, 2003
On November 11, 2003 Ukrainian Ambassador Dr. Oleksandr Horin had a meeting with Mr. Kwek Leng Joo,
President of the Singapore Chinese Chamber of Commerce and Industry in order to discuss issues of
enhancing bilateral ties in fields of trade and investments between the two countries in the context of the
forthcoming State visit of H.E. Mr. Leonid Kuchma, President of Ukraine to Singapore.
November 05 - 06, 2003
On November 5-6, 2003 the Ukrainian official delegation attended Singapore to negotiate the text of the draft
Agreement between the Cabinet of Ministers of Ukraine and the Government of Singapore on Promotion and
Mutual Protection of Investments.
At the end of the successful talks the Sides have initialed the above Agreement.
The signing of this document will undoubtedly further promote the development of the mutually beneficial
cooperation in spheres of trade, economy and investments.

Ukraine-EU Summit Opens in Yalta's Livadia Palace
The Ukraine-EU Summit's plenary meeting got under way in the Livadia Palace's White Hall on Tuesday,
attended by Prime Minister Silvio Berlusconi of Italy, the nation currently holding the EU presidency,
EuroCouncil President Romano Prodi, EU Council secretary General, EU High Representative for the Common
Foreign and Security Policy Javier Solana and President Leonid Kuchma of Ukraine.
The Ukrainian Head of State welcomed the distinguished visitors and made a brief speech to open the session, in
which he stated Ukraine's high hopes for furthering its strategic partnership with EU member-nations toward
bringing the nation closer to the EU.
President Kuchma briefly listed Ukraine's major steps toward attaining this goal, which have been made since
last year's meeting in Copenhagen, to wit, Ukraine's debut at the European Conference in Athens, Ukraine's
bipartite protocol with the EU on mutual access to markets of commodities and services, regular meetings of
Justice Ministers in the Ukraine-EU Troika format, Ukraine's agreement on Ukrainian police officers'
involvement in the EU Mission to Bosnia and Herzegovina.
As President Kuchma told the Summit's participants, Ukraine counts on their unbiased consideration of
Ukraine-EU cooperation-related matters.

Ukraine Consciously Chose to Develop Market Economy and Has Reached Point of No Return, Says
Prime Minister Yanukovych
Ukraine consciously chose the "market vector" of development and has crossed the Rubicon, from which there
is no return to the past, Prime Minister Viktor Yanukovych has said.
He was delivering an address entitled "Ukraine's Transition to Development Market Economy" during the an
international conference entitled "Ukraine on the Road to Mature Nationhood."
According to Mr. Yanukovych, the conference was a good opportunity to exchange views on the place and
prospects of Ukraine in the modern world.
He told the conference that Ukraine definitely has a market economy today. According to him, private ownership
has since dominated over state ownership, as a result of which normal competitive atmospheres have been
created in all sectors.
"A new class - a class of entrepreneurs who are not afraid of competition and are prepared to work under
market laws - has been created in Ukraine during the independence years," Mr. Yanukovych said.
According to him, price formation in Ukraine is almost completely regulated by the market, the banking system
has strengthened significantly, structural reforms are being implemented in all sectors of the economy, and the
process of privatization is continuing. He stressed that the privatization process is expected to be an effective
mechanism for investment and modernization of production.
Mr. Yanukovych further said that the reform of the Ukrainian pension system has also progressed significantly.
He announced that the minimum wage and pension will increase from the start of next year while the rate of
profit tax will fall significantly.
At the same time, according to Mr. Yanukovych, the "effectiveness of market reform is confirmed by the fact
that the pace of economic growth in Ukraine has been one of the highest in Europe - at 7% per annum - for the
past few years."
At the same time, Mr. Yanukovych said that Ukraine has not yet achieved all its goals.
"In certain indicators, we lag behind our Eastern European neighbors. However, as American businessmen say,
apples should be compared with apples and oranges with oranges," Mr. Yanukovych said.
According to him, in Ukraine, unlike Eastern European countries, the notions of private ownership and economic
freedom were rejected for 70 years. He stressed that Ukraine has managed to cover difficult ground on "in the
direction of developed economy" in its 12 years of independence.

Statement by the Ministry of Foreign Affairs of Ukraine
Recently the Russian side has begun construction, and now it is actively constructing a dam in the Kerch Strait
in order to connect a part of Ukrainian territory (Tuzla Spit) to the Russian shore of the Taman Peninsula.
The potential possibility of violation of Ukraine’s state border is especially alarming. Such conclusion may be
drawn from the media statement of a representative of border authority of the Federal Security Service of the
Russian Federation, who said that a Russian border post would be established on the Tuzla Spit after completion
of works.
Taking into account the existing situation, the Ministry of Foreign Affairs of Ukraine has undertaken urgent
measures. Thus, on 30 September 2003, charge d’affaires a.i. of the Russian Federation in Ukraine was
summoned to the Ministry of Foreign Affairs of Ukraine, where he was delivered a relevant note.
On 2 October 2003, Deputy Minister for Foreign Affairs of Ukraine made an urgent visit to Moscow, where he
held special consultations in that regard.
The Ministry of Foreign Affairs of Ukraine underlines that, according to the norms of international practice and
practice of states, any works at the state border may be performed only upon properly formalized consent of
both states.
It is indicative that the dam is being constructed at the moment when the bilateral negotiations on delimitation of
maritime space in the Kerch Strait are incomplete. Therefore, the Ukrainian side is reasonably alarmed by the
actions of the Russian Federation that contradict the provisions of Article 2 of the Treaty on Friendship,
Cooperation and Partnership dated 31 May 1997 and on Article 5 of the Treaty on the Ukrainian-Russian State
Border dated 28 January 2003.
The Ministry of Foreign Affairs of Ukraine brings to the notice of the Russian side that any unilateral works at
the said section of the Kerch Strait shall have no influence on the line of the existing Ukrainian-Russian border.
The Ministry of Foreign Affairs of Ukraine calls upon the Russian side to undertake urgent measures to correct
the existing situation and to refrain from any actions that could infringe on the state sovereignty of Ukraine over
a part of its territory, as well as cause harm to the development of the Ukrainian-Russian relations.
Ukraine hopes that the arguments stated in the note, during the consultations and in this Statement, will meet
understanding of the Russian Federation and allow to continue settlement of all problems of bilateral relations in
the spirit of mutual respect and adherence to international law.

On September 29, 2003 Ukrainian Ambassador to Singapore had a meeting with Mr. Tan Soo Nan, CEO,
“Singapore Pools (Pte.) Ltd. During the long and warm talk the Sides exchanged views on enlarging the bilateral
cooperation in various fields including traditional lotteries, knowledge games as well as sports bets, which are
gaining popularity in both countries.
On September 26, 2003 H.E. Dr. O. Horin was welcomed by Col (Ret) Kwan Yue Yeong, CEO, Singapore
Sports Council. During the meeting they discussed the issues of the development of mutually beneficial
cooperation in field of sports.
Col Kwan underlined that the achievements of Ukrainian boxers, track and field athletes, gymnasts, swimmers,
soccer players are well known worldwide. That is why both Sides agreed that enhancing our bilateral
cooperation in this sphere would not only bring the two peoples closer but promote Singapore’s sports as well.
The Ukrainian Ambassador highly praised the modern hi-tech infrastructure of sports facilities in Singapore and
expressed hope that Singapore’s experience will also contribute to the development of the material basis of
Ukrainian sports.
Among the projects to be worked out in the nearest future stands inviting the leading Ukrainian soccer teams to
Singapore in order to have some friendly matches with the leading Singaporean soccer teams.

On August 19, 2003 Ukrainian Ambassador to Singapore Dr.O.Horin had a meeting with Singaporean Trade and
Industry Minister Mr.George Boon Yeo.
During the meeting the Sides discussed the issues of enhancing bilateral trade and economic relations in the
context of the visit of H.E. Mr. Leonid Kuchma, President of Ukraine to Singapore later this year.

State Secretary for the European integration of the Ministry of Foreign Affairs of Ukraine Olexandr Chalyi
received the newly appointed Ambassador of the Republic of Singapore to Ukraine (pluralistically) Michael Tei on
the occasion of presentation of copies of credentials.
The sides expressed mutual satisfaction with recent intensification of Ukraine-Singapore relationship and
confirmed mutual interest in deepening Ukraine-Singapore contacts in all spheres.
As it was noted, the current visit of Minister for Foreign Affairs of Ukraine A.Zlenko to Singapore (July, 7-9) will
contribute to further development of bilateral contacts between our countries.
The sides also expressed confidence that the planned for November this year visit of Ukraine's President
L.Kuchma to Singapore would be essential for establishing a lasting top-level political and economic dialog.
The sides marked as perspective the development of Ukraine-Singapore co-operation if fields of trade and
economic, investments, science and technologies. They emphasised the necessity of setting up active
co-operation between governmental institutions and establishing fruitful contacts between businessmen of both
countries.
Particular attention was paid to the development of Ukraine-Singapore legal base. Olexandr Chalyi stressed the
importance of concluding bilateral economic documents which would create favourable conditions for
businessmen of both countries, in particular: Agreement on Promotion and Mutual Protection of Investments and
Agreement on Avoiding Double Taxation. Besides this, the Singaporean side was suggested to consider a
possibility of concluding a Ukraine-Singapore Free Trade Agreement.

In the framework of his official visit to Singapore, Singapore President S.R.Nathan received Minister for Foreign
Affairs of Ukraine Anatoliy Zlenko.
The Ukrainian Foreign Minister conveyed to the Singapore leader greetings from the President of Ukraine Leonid
Kuchma.
S.R.Nathan confirmed the invitation for the President of Ukraine to pay official visit to Singapore in November
this year.
In the course of the meeting the sides discussed the expediency of holding during Ukraine's President visit a
business forum involving entrepreneurs from Ukraine and Singapore.
A.Zlenko briefed S.R.Nathan on main aspects of Ukraine's contemporary life and our country's foreign policy
priorities, which include integration to EU and NATO.
Discussing current Ukraine-Singapore relationship, the collocutors spoke in favor of intensification of bilateral
interaction. A.Zlenko and S.R.Nathan agreed in particular on the necessity of stirring up political dialog and
realizing existing potential in the field of trade and economic cooperation. Particular attention was paid to ensuring
unimpeded contacts between the two countries' citizens.
The discussion covered prospects for launching joint Ukraine-Singapore high-tech and transport projects. The
sides exchanged their opinions as to cooperation in the humanitarian sphere and in cultural exchanges. A.Zlenko
and S.R.Nathan also discussed topical issues of international life.
The collocutors emphasized the need for consolidation of the entire international community in overcoming
current challenges and threats, particularly in combating international terrorism.
S.R.Nathan thanked A.Zlenko for lifting the restrictions on movement of the two countries' nationals which earlier
had been imposed by Ukraine in connection with spread of SARS epidemic.

Being on his official visit to Singapore, Minister for Foreign Affairs of Ukraine Anatoliy Zlenko has held
negotiations with his Singaporean counterpart S.Jayakumar. As A.Zlenko emphasized it during the meeting,
Ukraine attaches particular importance to the development of relationship with Singapore as a leading country of
the South-Eastern Asia.
The collocutors discussed a set of issues dealing with preparation and holding of Ukraine's President Leonid
Kuchma future visit to Singapore.
A.Zlenko and S.Jayakumar noted the necessity of upgrading the bilateral political dialog with consideration of high
level of understanding between the two countries. The Ukrainian Foreign Minister highlighted the need to develop
the legal base of Ukraine-Singapore cooperation that would significantly facilitate interaction between the states.
A.Zlenko emphasized Ukraine's interest in developing mutually-beneficial trade and economic cooperation with
Singapore, utilizing the two countries' transport facilities, realizing their scientific and technical, and high-tech
potential.
The Ukrainian minister briefed his Singapore colleague on Ukraine's economic potential. In this regard
S.Jayakumar stressed Singapore's interest in the development of extensive ties between entrepreneurs of the two
countries.
A.Zlenko invited S.Jayakumar to pay an official visit to Ukraine. The invitation was excepted with gratitude.

The Embassy of Ukraine in Singapore was officially inaugurated in the framework of Ukraine's Foreign Minister
Anatoliy Zlenko visit to Singapore.
The actual work of the Ukrainian diplomatic mission began in January this year.
The July, 8 solemn ceremony involved Singapore officials, representatives of diplomatic corps as well as local
public figures and businessmen.
In his welcoming remarks, the Ukrainian minister stressed that opening of Ukraine's Embassy in Singapore was
essential for the development of Ukraine-Singapore relationship.
He expressed his belief that opening of the diplomatic mission in Singapore would upgrade the relationship
between the two states to a qualitatively new level.
Anatoliy Zlenko spoke in favor of intensification of interaction between Ukraine and Singapore, primarily in fields
of trade and economic and investment.
The Ukrainian Foreign Minister introduced Oleksandr Horin as Ukraine's Ambassador to Singapore, stressing he
relied on the professionalism and responsibility of the diplomats who represent Ukraine in this state.
